Allows owners of residential property in New York City to opt out of city-planned tree planting on the city-owned strip between the sidewalk and curb adjacent to their property

Applies to owner-occupied residential properties, residential cooperative corporations, and condominium boards of managers

Requires New York City to provide notice to affected property owners before planting trees under a systematic street tree planting program

Grants property owners 30 days from notification to inform the city of their decision to opt out of the planned tree planting

Takes effect 120 days after becoming law
