Expands aggravated harassment in the first degree to include unlawfully disclosing confidential information about a person obtained from a government agency with intent to harass, annoy, threaten, or alarm

Creates a new offense for unlawfully causing government employees to contact or interact with someone in an official capacity with intent to harass, annoy, threaten, or alarm (commonly known as "swatting" or weaponizing government agencies)

Updates gendered language in the existing statute, replacing "he or she" with "such person"

Renumbers the existing provision regarding displaying nooses as a symbol of racism and intimidation from subdivision 5 to subdivision 6

Takes effect on the first of November following enactment
