Expands murder in the first degree to include killings that occur during rape in the first degree, criminal sexual act in the first degree, or sexual abuse in the first degree when the victim was administered an unlawfully controlled substance or prescription drug without authorization

Creates new subdivision 1-a specifically targeting drug-facilitated sexual assault deaths, applying to defendants acting alone or with accomplices

Updates gender-neutral language throughout the existing murder statute (replacing "he/his" with "the person/the officer's/the defendant's")

Modernizes definition of "immediate family member" for witness intimidation provisions by replacing gendered terms (husband, wife, father, mother, daughter, son, brother, sister) with neutral terms (spouse, parent, child, sibling)

Takes effect immediately upon passage
