Removes the authority of a village board of trustees to designate itself as the board of assessors or appoint board members to serve as assessors

Explicitly prohibits any member of the board of trustees or the mayor from being appointed to the board of assessors for the same village

Preserves the ability of the board of trustees to consolidate the offices of clerk, treasurer, and assessor

Takes effect on January 1 following enactment, with immediate authorization for regulatory changes needed for implementation
