Amends the penal law to make it a class E felony to submit a building permit application for demolition or significant renovation that contains false statements about tenant occupancy

Applies specifically to properties located in cities with a population of one million or more persons (effectively New York City)

Requires the false filing to be made with intent to obtain a building permit in violation of existing law, rule, or regulation

Updates gendered language throughout the statute from "he or she" to "such person"

Takes effect on the first of November following enactment
