Requires annexation petitions to be referred to county planning agencies or regional planning councils when the annexation would potentially require county approval to provide water or sewer service in the annexed area

Mandates that municipal governing boards affected by such annexations comply with all county planning referral requirements before making a final determination on the annexation petition

Applies immediately upon enactment to any pending annexation petition where a final determination has not yet been made by affected governing boards
