Prohibits businesses, banks, and corporations from distributing or using paper containing bisphenol A (BPA) for recording transactions, including receipts, credits, withdrawals, deposits, and credit/debit card records

Bans paper manufacturers from producing or distributing BPA-containing paper for business transactions and requires them to use the least toxic alternative chemical that is not a known carcinogen, endocrine disruptor, developmental toxin, or reproductive toxin

Requires the Department of Environmental Conservation to certify replacement chemicals as the least toxic alternative and update certification requirements and toxicity information annually, making all data publicly available online

Establishes an advisory committee of independent scientists with toxicology expertise within 60 days of enactment to advise the department on least toxic BPA alternatives; committee members must have no financial conflicts with BPA manufacturers

Takes effect 180 days after becoming law
