Creates a civil court process allowing authorized agents (police officers or SPCA agents) to petition for emergency care orders when companion animals are being mistreated or denied adequate food, water, shelter, or veterinary care

Establishes emergency powers permitting courts to issue ex-parte orders requiring owners to provide proper care and allowing inspections of premises, with hearings scheduled within 10 calendar days of order issuance

Authorizes courts to order forfeiture of mistreated animals upon finding by preponderance of evidence that the owner is unable or unwilling to provide proper care, with animals then delivered to shelters for adoption

Requires owners appealing forfeiture orders to post a supersedeas bond covering at least 90 days of animal care costs within 10 calendar days, with appeals to be heard within 30 days of perfection

Takes effect 120 days after becoming law and operates independently from criminal animal cruelty prosecutions under Article 26 of the Agriculture and Markets Law
