Requires the Commissioner of Motor Vehicles to study motor vehicle and motorcycle safety inspection requirements under Vehicle and Traffic Law section 301

Study must examine whether additional inspection items should be added or existing items modified to ensure operational safety

Requires review of the maximum fee authorized for official inspection stations and whether current fees adequately balance costs for both consumers and inspection stations

Commissioner must submit findings and recommendations within one year to the Governor, legislative leaders, and transportation committee chairs

Takes effect 30 days after becoming law
