Expands the definition of "duly authorized instructor" in the penal law to include "qualified firearms instructors" who hold certificates from associations or organizations recognized by the Division of Criminal Justice Services

Creates a new definition for "qualified firearms instructor" as an individual certified by a DCJS-recognized association or organization

Allows individuals who have applied for a pistol or revolver license to possess and use firearms at approved indoor/outdoor pistol ranges under the supervision of a qualified firearms instructor, in addition to currently authorized instructors

Updates gendered language in the statute from "himself" to "themself"

Takes effect immediately upon enactment
