Exempts non-indemnity legal service plans from being classified as insurance business under New York insurance law

Defines non-indemnity legal service plans as arrangements where an organization contracts directly with independent attorneys to provide legal services to members and their dependents

Requires that attorneys under such plans be paid through capitated (fixed-rate) arrangements rather than per-service reimbursement

Specifies that independent attorneys cannot receive additional payment or reimbursement from the organization for specified legal services or expenses beyond the capitated amount

Takes effect 30 days after becoming law
