Requires all New York City agencies that issue summonses reviewable by the Office of Administrative Tribunals and Hearings to identify which violations can be proven through photographic evidence

Mandates that agencies document violations on these lists with photographic evidence (via camera, mobile phone, or other device) at the time of summons issuance

Requires issuing agents or officers to include a written explanation in the summons when photographing a violation is impracticable or impossible

Requires photographic evidence to be posted online through the Office of Administrative Tribunals and Hearings website so respondents can view evidence collected against them

Authorizes agencies to create rules and procedures for collecting the required photographic evidence
