Expands the definition of "coal tar" to explicitly include ethylene cracked residues and steam cracked residues in addition to substances obtained from destructive distillation of coal

Lowers the threshold for polycyclic aromatic hydrocarbons (PAHs) that triggers the coal tar designation from 10,000 milligrams per kilogram to 1,000 milligrams per kilogram

Amends section 37-0119 of the environmental conservation law, which was originally added in 2021 to regulate coal tar in pavement products

Takes effect immediately upon passage
