Prohibits early voting on any federal holiday that falls within the early voting period for general, primary, run-off primary, or special elections

Requires boards of elections to add an additional day to the early voting period to compensate for any federal holiday when early voting is prohibited

Applies to the early voting period that runs from the 10th day through the 2nd day before an election

Takes effect on the same date as provisions in chapter 474 of the laws of 2023 regarding section 8-600 of the election law
