Creates new criminal offenses for digitally altered sexually explicit depictions of minors, including unlawful access (class A misdemeanor), second-degree distribution (class E felony), and first-degree distribution for those who create and distribute such material (class D felony)

Defines "sexually explicit digitization" as realistic depictions showing nude body parts or sexual conduct of an identifiable person that did not actually occur, including AI-generated or computer-manipulated images

Establishes that no person under 18 can consent to sexually explicit depictions, and no adult can consent on their behalf

Extends statute of limitations for distribution offenses, which does not begin until the child victim reaches age 23 or the offense is reported to law enforcement, plus an additional five years to prosecute

Adds these new felonies to bail eligibility provisions and requires sex offender registration for convictions under the new article
