Caps any single locality's annual allocation at 20% of the total code enforcement account balance

Requires localities to submit annual applications to the Secretary of State to receive funding, with payouts made at least quarterly

Transfers funds to the county or state when either entity administers code enforcement on behalf of a local government, with proportional distribution if responsibility changed during the year
