Establishes post-consumer content requirements for textiles sold in the state: 10% within 1 year of plan approval, 20% within 4 years, and 30% within 5 years thereafter

Creates a 12-member Textile Stewardship Advisory Board and imposes civil penalties of up to $500 per violation plus $500 per day for continuing violations, with producers responsible for all program implementation and department administration costs
