Allows active duty U.S. military members who hold valid pistol or firearm licenses from other states to carry their firearms in New York for up to 90 days, and while their New York license application is pending

Requires licensing officers to process pistol permit applications from active military members within 60 days (compared to the standard 6-month processing period) if the applicant holds a valid license from another state

Military members carrying under this reciprocity provision must carry their out-of-state permit along with valid military identification at all times while armed

Requires military personnel to proactively disclose to law enforcement that they are carrying a firearm and hold a valid permit when approached or addressed by an officer

Takes effect 30 days after becoming law
