Creates a distinctive "YMCA member" license plate available to any New York resident who can prove YMCA membership

Requires an additional annual service charge of $25 on top of the regular registration fee for the distinctive plates

Establishes the New York State YMCA Foundation Fund, held jointly by the Commissioner of Taxation and Finance and the Comptroller, to receive all revenue from the license plate charges

Fund monies must be expended only for the benefit and programs of the New York State YMCA Foundation, with the goal of spending all receipts within each fiscal year

Plates will only be produced upon receipt of either a $6,000 surety bond or at least 200 pre-orders with non-refundable service charges; if fewer than 200 plates are sold within two years, the state may recover against the bond proportionally
