Creates a new professional license category called "licensed school psychology practitioner" in New York, allowing school psychologists to provide mental health services to children ages birth to 22 outside of traditional school settings

Requires applicants to complete at least 60 graduate semester hours in psychology including a master's degree, 1,200-hour supervised internship (with at least 600 hours in a school setting), and 2,400 hours of post-master's supervised experience

Sets licensing fees at $175 for initial examination and license, $170 for triennial registration renewal, and $70 for limited permits

Prohibits licensed school psychology practitioners from prescribing drugs, using invasive procedures, or providing private practice services to students at schools where they are employed

Adds licensed school psychology practitioners to the list of mandated reporters required to report suspected child abuse or maltreatment, and requires completion of 2 hours of child abuse identification training
