Expands restrictions on Industrial Development Agencies (IDAs) from only "industrial or manufacturing" plants to any plant, facility, or personnel when providing incentives

Prohibits IDA funding for projects that would result in relocating a business from one area of New York to another, abandoning facilities within the state, or causing unemployment/relocation of employees

Creates exceptions allowing IDA incentives if the agency determines the project is necessary to prevent the business from leaving New York State entirely

Adds a second exception for projects "reasonably necessary to preserve the competitive position" of the business due to physical, zoning, or logistical constraints at their existing New York location

Takes effect immediately upon passage
