Replaces the physical registry identification card system for medical cannabis patients with electronic certifications that practitioners file and registered organizations validate at point of sale using government-issued photo ID

Extends medical cannabis certification validity from one year to two years, with provisions for practitioners to indicate terminal illness (no expiration) or earlier expiration dates

Lowers the minimum age for certified patients and designated caregivers to possess and cultivate medical cannabis from 21 to 18 years old

Establishes reciprocity allowing medical cannabis patients from other U.S. states, territories, and the District of Columbia to purchase from New York registered organizations upon presenting valid out-of-state certification and photo ID

Repeals the Controlled Substances Therapeutic Research Act (Article 33-A of the Public Health Law) and transfers related records to the Office of Cannabis Management and state archives
