Establishes photo-catalytic air scavenging technology certification centers within one year to train workers in indoor air quality improvement, HVAC systems, building science, and energy conservation through partnerships with vocational schools and colleges

Creates a weatherization and energy efficiency training program for building owners, managers, and residents to prevent hazardous air pollutants including lead, radon, asbestos, mold, and volatile organic compounds from affecting indoor air quality

Establishes the Office of Workforce Development and Indoor Air Quality Management Training within the executive department, requiring annual reports to the governor and legislature by March 31st and public hearings at least twice yearly

Requires covered indoor air quality workers to be paid a "livable wage" sufficient for basic necessities, with at least 50% of workers residing in the local area where work is performed, and establishes penalties up to $50,000 for employer violations

Creates the Indoor Air Quality Fund to receive federal grants and other funding, jointly administered by the comptroller, health commissioner, NYSERDA president, and housing commissioner, with annual reporting requirements on fund sources and expenditures
