Allows public employees across New York State—including state, county, municipal, school district, BOCES, public authority, and public benefit corporation employees—to donate or receive sick time from fellow employees

Restricts transfers to employees within the same civil service jurisdiction: state employees may only transfer to/from other state employees, municipal employees within the same municipality, and school district employees within the same district

Recipients must exhaust all personal sick time before using donated sick leave, defined as having zero hours remaining or insufficient hours to complete approved leave

Employers may require written documentation from a physician, healthcare provider, or proof of family emergency before approving use of donated sick time

Preserves existing rights under collective bargaining agreements or employment contracts, ensuring the new provisions do not override negotiated terms
