Defines "health services facilitator" as any entity that assists in facilitating health-related services, including coordination, payment, delivery, or follow-up of such services

Creates a new category of "public health program" covering lab services supported by public funds or addressing recognized public health needs

Public health programs include testing requiring heightened confidentiality (pregnancy termination, STIs, PrEP/PEP, drug screening), CDC-recommended testing, USPSTF grade A/B testing, testing for underserved populations, emergency response testing, and clinical trials

Expands exemptions from clinical laboratory payment restrictions to include nonprofit clinics, health care providers, and health services facilitators supporting public health programs

Transfers rulemaking authority from the Public Health Council to the Department of Health for implementing these provisions
