Requires claims for services from licensed home care agencies and fiscal intermediaries to be submitted only on forms approved by the Centers for Medicare and Medicaid Services (CMS)

Allows home care agencies and fiscal intermediaries to submit claims directly to insurers or through a billing entity of their own choosing

Prohibits insurers from requiring home care agencies or fiscal intermediaries to use a specific billing entity by contract or other action

Prohibits insurers from impeding the timely processing and payment of claims

Preserves insurers' ability to review and audit claims for fraud, waste, and abuse

Takes effect 30 days after becoming law
