Establishes an Office of the State Medical Indemnity Fund Ombudsperson to receive and resolve complaints from qualified plaintiffs regarding the fund's actions, inactions, or decisions affecting their health, safety, welfare, or rights

Requires the ombudsperson to be appointed by the commissioner with expertise in neurological injuries and advocacy, and authorizes appointment of deputies who cannot have conflicts of interest or be employed by the fund administrator

Mandates the ombudsperson to assist qualified plaintiffs in navigating the fund, understanding regulations, and obtaining services, supplies, and modifications they are entitled to receive

Creates a Medical Indemnity Fund Advisory Panel of at least 10 members (including the commissioner as chair) with representatives from qualified plaintiffs, physicians, medical suppliers, and advocates, meeting biannually to discuss fund operations

Requires annual reports to the commissioner, assembly speaker, and senate president detailing ombudsperson activities, complaint data, resolution processes, and recommendations for improving the fund
