Expands eligibility for transferring a lifetime hunting license to cases where the license holder dies before reaching age 12, in addition to the existing provision for death within one year of issuance

Allows the transfer application deadline to be extended to within three years of a child's death (rather than three years from license issuance) when the deceased was under age 12

Amends Section 11-0704 of the Environmental Conservation Law regarding lifetime hunting license transfers

Takes effect immediately upon passage
