Removes the requirement for concealed carry license applicants to demonstrate "proper cause" and eliminates the in-person interview, social media disclosure, and character reference requirements added by the 2022 Concealed Carry Improvement Act

Repeals restrictions on where concealed carry permit holders can possess firearms (sensitive locations provisions) and eliminates the crimes of possessing a firearm in a restricted location and possessing a firearm, rifle, or shotgun in a sensitive location

Extends license renewal periods from three years back to five years for concealed carry permits and from three years to six years for gunsmith/dealer fingerprint submission requirements

Changes safe storage requirements to apply only when children under 16 (rather than 18) reside in the home and removes the mandate to store firearms locked in vehicles when left unattended

Reverts the definition of "body armor" to the narrower "body vest" terminology and modifies background check procedures to allow dealers to conduct NICS checks directly rather than through the Division of State Police
