Creates new civil "anti-stalking orders" allowing victims to petition Supreme Court for protection against stalkers who are not family or household members, filling a gap in existing law that primarily covers domestic situations

Establishes two types of orders: temporary orders issued same-day or next-day without notice to the respondent when immediate threat exists, and final orders lasting up to 5 years issued after a hearing with preponderance of evidence standard

Orders can prohibit contact by any means, electronic surveillance or monitoring, remote control of connected devices, and require staying away from specified locations including home, school, and workplace

Violations constitute criminal contempt and menacing charges; orders must be entered into the statewide computerized registry of orders of protection and are enforceable by police officers

Requires courts to recognize and enforce substantially similar anti-stalking orders from other states, territories, or tribal jurisdictions under full faith and credit provisions
