Expands the NYC Civilian Complaint Review Board's (CCRB) authority to receive, investigate, and make findings on complaints alleging bias-based profiling against police department members

Defines "bias-based profiling" as law enforcement action based on actual or perceived race, national origin, color, creed, age, immigration/citizenship status, gender, sexual orientation, disability, or housing status as the determinative factor, rather than individual behavior or circumstances linking to suspected unlawful activity

Adds bias-based profiling to the existing list of CCRB investigative categories, which already includes excessive force, abuse of authority, discourtesy, and offensive language

Applies to members of the NYPD and other NYC law enforcement professionals

Takes effect immediately upon passage
