Requires the Department of Environmental Conservation to conduct air quality analysis around excavation sites for major mass transportation projects in cities with populations of one million or more (applicable to New York City)

Defines "major mass transportation project" as construction or reconstruction of rapid transit, railroad, bus, marine, or other mass transit facilities costing $75 million or more

Mandates monitoring of federal criteria pollutants including particulate matter of 2.5 microns or smaller (PM2.5), plus other emissions specified by the commissioner

Requires the department to publish all air quality analysis data, including raw data and reports, on its website within 90 days of completion

Takes effect 180 days after becoming law
