Requires the defendant to apply for transfer, with consent from both the court and district attorney before removal can occur

Transfer orders take effect 5 days after issuance unless the receiving veterans treatment court accepts earlier or declines to accept the case

Directs the chief administrator of the courts to establish additional veterans treatment courts as necessary to fulfill the act's purposes

Applies to counties outside New York City (population under one million) where felony complaints are pending in local criminal courts with preliminary jurisdiction
