Creates new crime of "aggravated harassment in the first degree" (class E felony) for repeat domestic violence offenders who commit aggravated harassment against a family or household member within 10 years of a prior conviction

Elevates assault in the third degree to assault in the second degree when committed against a family/household member by someone with a prior domestic violence-related conviction within 10 years

Upgrades menacing in the first degree from class E to class D felony, and criminal contempt in the first degree from class E to class D felony; elevates aggravated criminal contempt from class D to class C felony

Expands criminal contempt provisions to cover violations of any part of an order of protection (not just stay-away provisions) and extends the look-back period for prior convictions from 5 to 10 years

Imposes a $250 domestic violence victim assistance fee on persons convicted of offenses against family or household members, with proceeds directed to the Office for the Prevention of Domestic Violence for law enforcement training

Requires courts to consider domestic violence-specific factors when setting bail, including history of violence against witnesses, prior protection orders, prior domestic violence arrests/convictions, protection order violations, and firearm history
