Creates a new mandatory "senior anti-violence services fee" of $50 imposed on all criminal convictions (felonies, misdemeanors, and violations), with an increased fee of $500 for sex offenses under Articles 130 and 263 of the penal law

Establishes a new Article 261 of the penal law defining offenses against elderly (60+ years old) and disabled persons, including abandonment (class E felony) and endangering welfare (class A misdemeanor)

Creates new felony offenses for caregivers who harm vulnerable elderly or disabled persons: second degree (class E felony) for intentional physical injury, reckless injury, or non-consensual sexual contact; first degree (class D felony) for causing serious physical injury

Adds assault in the second degree (section 120.05) charges for persons 18 or older who intentionally cause physical injury to someone 60 or older or to a disabled person

Expands criminal trespass in the third degree to include unlawful entry into dwellings occupied by elderly or disabled persons, and removes the kidnapping defense for relatives when the victim is elderly or disabled and the abduction was intended to compel asset transfer
