Establishes a 13-member Lake Ontario-St. Lawrence River flood prevention, response, recovery and mitigation task force, including 8 state agency commissioners/officials and 5 appointed experts (hydrologist, civil engineer, climatologist, county emergency manager, and soil/water conservation professional)

Requires the task force to examine flood prevention, response, and recovery issues affecting 10 counties: Niagara, Orleans, Monroe, Wayne, Cayuga, Onondaga, Oswego, Jefferson, St. Lawrence, and Franklin

Mandates evaluation of impacts on agriculture, transportation, infrastructure (bridges, dams, locks, water treatment plants), tourism, power generation, shipping, and existing water management agreements or treaties

Requires the task force to meet at least 6 times over 18 months, issue a draft report, hold at least 3 public hearings, and submit a final report to the governor and legislative leaders within 90 days of the last hearing

Task force members serve without compensation but receive reimbursement for expenses; the act expires 120 days after the final report is submitted
