Increases civil penalty for dog owners who negligently allow their dog to bite someone causing physical injury from $400 to $1,000

Raises penalty for dog bites causing serious physical injury from $1,500 to $5,000 and adds potential class E felony charges

Upgrades offense for owners of previously-designated dangerous dogs that bite causing serious injury from misdemeanor to class E felony, with imprisonment increased from 90 days to up to 2 years and fine increased from $3,000 to $5,000

Requires persons violating these provisions who have prior felony convictions under Title H of the penal law (offenses against the person involving physical injury, sexual conduct, restraint, or intimidation) to undergo further investigation, including searches of personal and real property

Takes effect 60 days after becoming law
