Establishes a 16-member fentanyl abuse and overdose prevention task force to conduct a comprehensive study on fentanyl abuse and overdose prevention

Members appointed by the governor (3), temporary president of the senate (2), speaker of the assembly (2), and minority leaders of both chambers (1 each), plus representatives from state agencies and organizations including health, mental health, addiction services, law enforcement, and medical professionals

Governor appoints the task force chair; members serve without compensation but receive reimbursement for actual expenses

Appointments must be made within 60 days of the act's effective date, with the task force required to meet at least quarterly

Task force must submit a report with findings and recommendations to the governor and legislative leaders within one year; the act expires 2 years after enactment
