Creates "Noah's Law" establishing new crimes of child abuse in the first degree (class A felony) for knowingly or intentionally causing serious physical and/or mental harm to a child, and child abuse in the second degree (class B felony) for reckless acts, acts likely to cause harm, or acts of cruelty toward a child

Establishes parallel crimes for abuse of vulnerable elderly persons or incompetent or physically disabled persons, with first degree abuse as a class A felony and second degree abuse as a class B felony

Creates a new crime of torture as a class A felony for knowingly and cruelly inflicting serious physical injury and/or severe mental pain or suffering upon a person in one's custody or physical control

Second degree abuse crimes cover omission, neglect, or reckless acts causing serious harm, as well as intentional acts likely to cause harm or acts of cruelty regardless of whether harm actually occurs

Takes effect 30 days after becoming law
