Adds medical marijuana dispensed in New York to the list of covered drugs under the Medicare Part D excluded drug classes provision

Creates an "Expanded Pharmaceutical Insurance Coverage Panel" within the executive department, co-chaired by the Director of the Office for the Aging and the Commissioner of Health, with a 12-member advisory committee to oversee program operations

Requires the program to pay Medicare Part D premiums and any late enrollment penalties for participants below specified income thresholds ($23,000 unmarried/$29,000 married) and to post manufacturer rebate program information on its website
