Expands the Disability Rent Increase Exemption (DRIE) program to allow households to qualify when a person with a disability lives in the unit but is not the head of household

Redefines "head of household" to include relatives or legal guardians of a qualifying disabled household member, in addition to those 62+ years old or personally disabled

Creates new definition of "qualifying member of the household" as a disabled person who permanently resides in the dwelling unit but is not the head of household

Defines "relative" broadly to include spouse, domestic partner, parent, grandparent, sibling, child, stepchild, stepparent, or any direct descendant of the grandparents of the disabled person

Takes effect immediately upon passage
