Defines "lead service line" to include any service line made of lead, lead goosenecks/pigtails/connectors regardless of length, and galvanized lines that are or were downstream of lead pipes

Requires water systems to provide written notice to property owners requesting consent and access for inspections, with owners required to respond within 30 days

Authorizes non-owner adult occupants (such as tenants) to consent to inspections if property owners fail to respond within 30 days

Mandates that free service line inspections occur within 60 days after consent is provided, and protects non-owner occupants from liability for granting access
