Creates the Office of Resilience within the executive department, headed by a Chief Resilience Officer appointed by the governor, to coordinate statewide climate resilience initiatives

Establishes a Resilience Task Force comprising commissioners and leaders from 15 state agencies including DEC, DOT, DOH, MTA, and Port Authority, plus one public member with resiliency expertise

Requires development of a statewide resilience plan that prioritizes natural and nature-based approaches such as living shorelines, wetland restoration, green roofs, and tree canopy expansion to mitigate climate threats

Mandates that at least 35-40% of benefits from resilience plans and projects go to disadvantaged communities as identified under environmental conservation law

Requires six regional public hearings (three upstate, three downstate) with 120-day public comment period, and updated resilience plans submitted to the legislature every five years starting one year after enactment
