Permits commercial tenants without a compliant written contract to withhold rent payment after 30 days without a contract

Allows commercial tenants to fully suspend rent payments on the 61st day without a lease, with property owners forfeiting all rent payments for the period prior to lease issuance

Applies to all commercial lease contracts entered into, renewed, modified, or amended after the effective date
