Creates an optional 25-year retirement plan for county police communications operators, supervisors, assistant bureau directors, and bureau directors in 911 communications, allowing retirement at 50% of final average salary regardless of age

Counties must elect to provide these benefits by adopting a resolution and filing it with the comptroller, with each electing county responsible for all associated costs

Service credit applies to prior work as state police, firefighters, police officers, correction officers, criminal investigators in district attorney offices, and probation assistants

Members with more than 25 years of service receive an additional benefit of 1/60th of final average salary per year, capped at 75% of final average salary

Fiscal impact includes approximately 6% of salary increase in annual county contributions for eligible members, plus a one-time past service cost of approximately 17% of salary
