Establishes a 13-member Problem Gambling Advisory Council within the mental hygiene law, including the Commissioner of the Office of Addiction Services and Supports, the Gaming Commission chair, and 11 members appointed by legislative leaders and the governor

Requires the council to meet at least twice per year to develop strategies for preventing and treating problem gambling, increasing public awareness, and ensuring access to problem gambling programs statewide

Directs the council to examine the impact of mobile sports betting on problem gambling services, including increases in hopeline calls and self-exclusion requests at gaming facilities

Mandates the council recommend allocations of machine and table fees collected from gaming licensees to fund problem gambling prevention and treatment initiatives

Requires an annual report to the governor and legislature by October 1st each year containing findings and recommendations on problem gambling programs and services

Appointed members serve four-year terms without compensation but receive expense reimbursement; the act takes effect 180 days after becoming law
