Creates a new crime of "obstructing a police officer" under Penal Law § 195.09 for intentionally interfering with or inhibiting police or peace officers performing official duties

Specifically prohibits spitting, throwing, or spilling items (liquid or otherwise) at or on officers

Prohibits pushing, shoving, kicking, physically impeding, or otherwise subjecting officers to physical contact

Classifies the offense as a class E felony, punishable by up to 4 years in prison

Takes effect 30 days after becoming law
