Exempts qualified homeowners in New York City from any future water rate increases after they become eligible

Defines qualified homeowner as a person who is at least 65 years old, owns a 1-4 family home as their primary residence, and has had total household income under $50,000 for two consecutive tax years beginning in 2019

Allows the NYC Commissioner of Environmental Protection to suspend the exemption for up to one calendar year during droughts or other disasters causing water shortages

Specifies that receiving this exemption does not disqualify homeowners from other exemptions or credits they may be entitled to

Takes effect July 1, 2027
