Adds conviction under 18 U.S.C. § 2386 (rebellion or insurrection against the United States) as a disqualifying factor for state and municipal employment in New York

Amends Civil Service Law § 105 to expand the list of activities that make a person ineligible for public employment

Existing disqualifications include advocating violent government overthrow, publishing materials promoting such doctrines, or membership in organizations teaching violent overthrow

Makes a minor technical correction changing "wilfully" to "willfully" in existing law

Takes effect immediately upon passage
