Creates class A misdemeanor for unauthorized use of another's internet domain name or profile to send emails or posts that damage computer systems

Makes knowingly introducing a computer contaminant (viruses, worms, malware) into any computer system a class A misdemeanor

Allows victims of computer crimes to bring civil actions for compensatory damages, injunctive relief, and reasonable attorney's fees within three years of the act or discovery of damage

Subjects defendant-owned computers, networks, software, and illegally obtained data used in committing these offenses to forfeiture

Requires colleges to include computer-related crimes as specific violations in campus conduct rules, with penalties up to dismissal
